The Board of Education will be asked to approve the minutes from the March 23, 2021 board meeting as submitted by the District Clerk.

 

III. Reports, Recommendations of the Superintendent of Schools

1. Acknowledge and Acceptance of “Spring” Sports Teams

Recommend the Board of Education approve the following resolution:

WHEREAS, the District recognizes the value of allowing students to participate in District sponsored athletics, with the understanding that allowing such participation does include risks of transmitting COVID 19; and

WHEREAS, effective April 19, 2021, and until otherwise indicated, student-athletes shall be permitted to participate in District sponsored Spring season sports as set forth below, provided the District, parents and students comply with requirements set forth by the Orange County Department of Health; and

WHEREAS, the requirements set forth for the District, parents and students are set forth in the resolution adopted by the Board of Education on February 9, 2021, and shall be applicable for student participation in Spring Season sports; and

WHEREAS, The Superintendent established safeguards to protect athletes, coaches, families and the community for the Spring season which exceed State and County DOH guidance, and he may continue to establish additional safeguards and/or modify existing ones;

NOW THEREFORE, the Pine Bush Central School District Board of Education hereby acknowledges the receipt and acceptance of the Superintendent’s recommendation to allow participation in the following sports for the 2020-2021 Spring Season:

*Only 8th graders who participated last year as 7th graders will be allowed. There will be no APP process this season.

 

2. Consent Agenda

3. Approval of Memorandum of Agreement (MOA) with Pine Bush Teachers Association

Recommend the Board of Education approve the following resolution:

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education (“Board”) of
the Pine Bush Central School District (“District”) does hereby approve the Memorandum of Agreement (associated with creation of Social Emotional Learning (SEL) Team Leader) between the District and The Pine Bush Teachers’ Association (“Union”), as attached hereto; and

BE IT FURTHER RESOLVED, that the Board authorizes the Superintendent to
Execute said agreement Between the District and the Union pursuant to the Memorandum of Agreement on file with the District Clerk.

4. CSE and CPSE Placement Recommendation

Recommend the Board of Education approve all IEPs of the Committee on Special Education and the Committee on Preschool Special Education as submitted by the CSE and CPSE Chairperson and reviewed by Trustee Meier.

 

5. Approval of Amended Educational Consultant Agreement

Recommend the Board of Education approve the following resolution:

RESOLVED, that the Board of Education approves the amended agreement with MaryAnn Wilson d/b/a Wilson Learning & Leading (Consultant), for the Pine Bush Central School District, effective January 13, 2021 through June 30, 2021 at a rate of $700 per day, not to exceed 30 days (paid through the School Improvement Grant) in accordance with said agreement on file with the
district clerk, and further authorizes the Superintendent of Schools to sign all applicable documents.

6. Presentation: Final Budget Segment for 2021-2022

Superintendent Tim Mains and Assistant Superintendent for Business, Michael Pacella, will present to the Pine Bush CSD Board of Education the Final Proposed 2021-2022 Budget, followed by feedback from the Board of Education.

 

7. Board of Education Budget Adoption and Approval of Wording for May 18, 2021 Ballot

The Pine Bush CSD Board of Education will be asked to approve the 2021-2022 Budget and approve the following wording of the proposition to be presented to voters on May 18, 2021:

RESOLVED, that the proposed Pine Bush Central School District Budget for the 2021-2022 school year in the amount of $ 125,891,597 be approved and the Board of Education of said school district be authorized to levy the necessary tax therefore.

8. Board of Education Approval of Property Tax Report Card

This year’s Property Tax Report Card will be presented to the board and public Tuesday evening. Following the presentation, upon recommendation of the Superintendent, the Pine Bush CSD Board of Education will be asked to approve the 2021 – 2022 Property Tax Report Card, based on the approved
budget as submitted, with the adoption of the following resolution:

RESOLVED, that the Pine Bush Central School District Board of Education approve the 2021-2022 Property Tax Report Card as submitted in the amount of $ 59,756,092.

9. Approval of Facility Use for Annual School District Vote/Election

Recommend the Board of Education approve the annual facility use of the following locations for the Pine Bush Central School District Annual Vote/Election, May 18, 2021 in accordance with agreed upon services, and further authorized the Superintendent of Schools to sign any applicable documents:

  • Site 1: Walker Valley Fire House
  • Site 2: Pine Bush Fire House (Station 1)
  • Site 3: Circleville Evangelical Presbyterian Church
  • Site 4: Town of Mamakating Park in Bloomingburg

Other Important Information

Odyssey of the Mind:

Once again the Pine Bush Odyssey of the Mind teams did a superb job this year with all six teams who competed placing at the regional level. All competitions were virtual.

The EJR team and Pine Bush High School Theatrical team finished first in their respective divisions and moved on to states. EJR took first place at states and the PBHS Theatrical team came in second, sending them both to the world competition! The PBHS Theatrical team also won the coveted Renatra Fusca Award for outstanding creativity.

Senior Georgia Camacho, an Odyssey of the Mind team member for seven years, received a $750 scholarship from the New York State Odyssey of the Mind Association.

The worlds take place virtually in late May. There will be an awards ceremony and recognition for all of the Odyssey of the Mind teams and the date is to be determined.

 

Voter Registration:

Qualified voters can personally register at the District Office during regular office hours until May 6, 2021. In addition, personal registration will be conducted on May 6, 2021 between the hours of 4 p.m. and 8 p.m. at the District Office. Further, any qualified voter can register with their respective County Board of Elections at any time prior to voting in a school election.

 

Absentee Ballot Applications are available on the District Website.

Applications for ballots may not be submitted more than 30 days prior to the election. If the application is requesting the absentee ballot be mailed, the application must be received by the district clerk no later than 7 days before the election. Otherwise the application may be personally delivered to the district clerk not later than the day before the election. If you are qualified for absentee voting and issued an absentee ballot, the ballot itself must be received by the school district clerk by 5 p.m. on the day of the election in order to be canvassed.

2. Approval of Food Service Budget 2021-2022

Recommend the Board of Education approve the Pine Bush Central School District School Food Service 2021- 2022 Budget in the amount of $ 2,841,635.

 

3. Approval / Orange-Ulster BOCES Cooperative Bid Resolution

Recommend the Board of Education approve the following resolution for adoption which will give Orange-Ulster BOCES authority to cooperatively bid items and services on Pine Bush’s behalf. The resolution covers the period July 1, 2021 through June 30, 2022. This time period aligns the resolution so it corresponds with the school district’s fiscal year.

RESOLUTION: Orange-Ulster BOCES Cooperative Bid

WHEREAS, it is the plan of a number of public school districts in Orange, Ulster, and Sullivan Counties, in New York to bid jointly General Supplies, Paper Supplies, Cafeteria Supplies, Custodial Supplies, Health Supplies, Milk, Ice Cream, Bread, Technology Supplies/Equipment and other services and supplies as may arise for the period beginning July 1, 2021- June 30, 2022.

WHEREAS, the Pine Bush Central School District is desirous of participating with other school districts in Orange, Ulster and Sullivan Counties in the joint bidding of the Commodities as authorized by General Municipal Law, Section 119-0, and,

WHEREAS, the Pine Bush Central School District wishes to appoint a committee to assume the responsibility for drafting of specifications, advertising for bids, accepting and opening bids, tabulating bids, reporting the results to the Boards of Education and making recommendations thereon; therefore,

BE IT RESOLVED, that the Board of Education of the Pine Bush Central School District hereby appoints Orange-Ulster Cooperative Bid Committee to represent it in all matters related above, and, that Michael Pacella is hereby appointed as the school districts representative to OrangeUlster Cooperative Bid Committee.

BE IT FURTHER RESOLVED, that the Pine Bush Central School District Board of Education authorizes the above mentioned committee to represent it in all matters leading up to the entering into a contract for the purchase of the above mentioned commodities, and,

BE IT FURTHER RESOLVED, that the Pine Bush Central School District Board of Education agrees to assume its equitable share of the costs of the cooperative bidding, and,

BE IT FURTHER RESOLVED, that the Pine Bush Central School District Board of Education agrees (1) to abide by majority decisions of the participating districts on quality standard; (2) that unless all bids are rejected, it will award contracts according to the recommendations of the committee; (3) that after award of contract (s) it will conduct all negotiations directly with the successful bidder(s).

4. Authorize Funding/Terms and Conditions School Related Professionals (SRP) – Memorandum of Agreement (MOA)

Recommend the Board of Education approve the following resolution for adoption:

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education (“Board”) of the Pine Bush Central School District (“District”) does hereby approve the Memorandum of Agreement (“Memorandum”) in complete and final settlement of all issues proposed and negotiated between the District and the Pine Bush School-Related Professional Association (“Association”) for the period of July 1, 2021 through June 30, 2023, as attached hereto; and

BE IT FURTHER RESOLVED, that the Board authorizes the Superintendent to execute the successor collective bargaining agreement between the District and the Association, pursuant to the Memorandum of Agreement.

5. Authorize Funding/Terms and Conditions of Employment for School Security Aides

Recommend the Board of Education approve the following resolution for adoption:

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education (“Board”) of the Pine Bush Central School District (“District”) does hereby approve the Terms and Conditions of Employment in complete and final settlement of all issues proposed and negotiated between the District and the Pine Bush School Security Aides for the period of July 1, 2020 through June 30, 2024, as attached hereto; and

BE IT FURTHER RESOLVED, that the Board authorizes the Superintendent to execute the successor collective bargaining agreement between the District and the Security Aides, pursuant to the Terms and Conditions of Employment.

6. Board Approval of Agreement for Special Education Services

Recommend the Board of Education approve the agreement for Special Education Services with Mt. Pleasant Cottage School Union Free School District for the 2020-2021 school year, beginning March 1, 2021 through June 30, 2021 and authorize the Board President to sign said agreement on behalf of the District.

 

7. Approval of SCAR Assessment Reduction Decisions

Recommended the Board of Education approve the following property tax refund based upon Small Claim Assessment Review (SCAR) decision authorizing reductions of the assessment:

Recommend the Board of Education authorize a withdrawal from the Pine Bush Central School District Tax Certiorari Reserve Fund in order to resolve the Stipulation and Order Settlement received for the following property. The settlement is for the school tax years listed below and is based on the lowering of the property assessment for each year.

BE IT FURTHER RESOLVED that the school district administration, architect, owner’s representative, and legal counsel are directed to draft and execute necessary documents to commence construction of the Project.
