Salary $145,200 (pro-rated).

Return to Learn Fall 2021 Update
Superintendent Mains presented on Return to Learn Fall 2021. He explained that his presentation will review the results of the Return to Learn Fall 21 Pine Bush Task Force Report. Superintendent Mains explained that there were
four sub teams comprised of teachers, administrators, parents, students and community members who worked on this project. The sub teams were Academic/Curricular Needs, Social Emotional Behavioral Health, Technology needs of students, staff and district, Co and Extra-Curricular Learning Opportunities. He highlighted where we have been and where we are headed.
The following are some highlights from the presentation:
- Our Pandemic Journey: This year 2020-21
- Learned from the Spring
- Tripled our bandwidth in the District (to handle the video)
- Teachers could teach from their classrooms
- Parents could pick hybrid or virtual
- 7-12 stayed all virtual for half the year
- Students more engaged, but we had to focus the curriculum
- The results were much better than spring ‘20, but very uneven
- We exhausted EVERYONE!
Pandemic Costs: Why does this matter
- Students are likely to be in very different places in their readiness for learning this summer and next fall
- Student and teacher efficacy & agency could be damaged
- Unseen traumas could impact how well students will be able to respond to our efforts to accelerate their learning
- Some of our youngest students may lack a solid understanding of how school works when we are all in school
- Teachers will not have a solid picture about where their students are without additional data
Pandemic Benefits:
- We all gained significant tech skills!
- Now everyone knows how to use Google classroom: including many of the advanced features we purchased
- Some kids gained and flourished in the on-line environment
- Asynchronous instruction can continue to offer opportunities for future learning next year and beyond
- DASA complaints nearly evaporated during the pandemic, so kids who have been targeted in the past got some relief

Presentation on Additional State and Federal Aid
Assistant Superintendent for Business, Michael Pacella presented on Additional State and Federal Aid.
The following are some highlights from the presentation:
Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act and American Rescue Plan (ARP) Act
Overview of the Additional Funding
- New York State was allocated just over $4 billion under CRRSA-ESSER 2 fund of which at least $3.6 billion (90%) had to be allocated to Local Education Agencies (LEAs). Allocations were based on relative shares of grants awarded under Title I
- New York State was also awarded $72.8 million under CRRSA-GEER 2 fund. This funding was allocated to districts of lower wealth
- New York State was allocated an additional $9 billion under ARP-ESSER fund of which $8.09 billion (90%) had to be allocated to LEAs
- These Federal emergency resources are available for a wide range of activities to address diverse needs arising from the COVID-19 pandemic including responding to students’ social, emotional, mental health, and academic needs and continuing to provide educational services
- Some uses may be directly focused on health and safety including but not limited to improving ventilation and other HVAC upgrades
- Other uses could be used for providing accelerated learning opportunities; implementing rigorous curricula; funding additional school staff

Building Advisory Committee for Capital Review (BACCR)
Role & Function
The primary purpose of the Building Advisory Committee for Capital Review (BACCR) is to provide input and feedback to the design team during the design process and through the construction phase of the project. Each building has its own Building Advisory Committee which includes and is typically chaired by the Building Principal.
The BACCR is comprised of building faculty, staff and parents who work with the assigned design professionals and the project management team. The input of the BACCR is advisory with final decisions made by the Central Design Committee and the Superintendent of Schools. The Building Advisory Committee for Capital Review also assists in providing information on project design and construction progress back to all the stakeholders within the school community.
The Bond Referendum passed in May of 2019 was based upon fairly specific types of work to be performed at each school building. As a result, there is not a lot of latitude in what the architects and engineers can do in developing the plans for a great deal of the scope of work in this bond referendum. However, the involvement of the BACCR helps everyone understand what is being done and how the design works and evolves. Additionally, the input provided by the BACCR helps the design and project management team better understand how proposed improvements will affect the building and its operation both during and after construction.
Building Advisory Committee for Capital Review (BACCR)
Purpose & Function
Following the completion of the design process, plans are sent to the State Education Department for review and approval. This can take over 6 months per school project. Once we get SED approval we schedule permitting, bidding and awarding of construction contracts. The Board of Education is advised of the final scope of the projects and gets updates on cost estimates, and the BACCR is briefed along the way as well. The BACCR, in turn, should
keep their school community informed.
The projects approved in this referendum have been planned to be phased in over several years (similar to how the work in the original referendum has been done). The BACCR is an important part of the planning, communication and management process of the Capital Improvement Project (CIP).
The life of a BACCR will continue through the length of the construction project at each particular site. The BACCR will have concluded its work, once the “punch list” of outstanding construction details has been concluded and the project is deemed to have been completed.

Superintendent Mains spoke about the unique Pine Bush experience of personal graduation ceremonies that many high school graduates have chosen to participate in. These individual ceremonies can accommodate as many guests as the student wants. These individual personal graduations have been well received. He noted that the personal graduations are scheduled throughout this week and next week as well. Mr. Mains asked the board members to let Maria Wise know if they want to participate in any of the upcoming personal graduations.
President Meier spoke about Parade of Graduates scheduled on Saturday June 26th and offered to drive any graduates who wanted or needed a ride for the parade.
Mr. Mains also informed the Board of Education that he attended a preliminary meeting about our Verizon cell tower for CVMS at the Wallkill Zoning Meeting. He also informed the board that he will be attending the Public Hearing Meeting on Monday, July 12th at 7:30PM and invited all to come join him in support of the Verizon Cell Tower.
Lastly Mr. Mains wanted to acknowledge and make sure that all took notice of his statement released last week about sexual violence. He shared that he met with students last week and there is concern at the high school about this
topic. The district has a zero tolerance for that type of behavior. He informed all that annually we have tried to raise student awareness through our “No More” campaign, which usually happens during the winter, but this year we did not have this campaign due to Covid -19.
