President Meier welcomed all to the regular meeting, and requested all stand for the Pledge of Allegiance followed by a moment of silence, noting the time at approx. 7:11 PM.

President Meier read a statement regarding the district working to provide the best audio quality possible for the livestream of the Board of Education meetings under the current circumstances where some participants are
participating online via Google Meet. In addition to livestream the district also records meetings and the recordings will be available on the district website the following morning.

Reports, Recommendations of the Superintendent of Schools

Acknowledge and Acceptance of “Spring” Sports Teams

MOVED by Trustee Watkins, second by Trustee Robertson, that the Board of Education approve the following resolution:

WHEREAS, the District recognizes the value of allowing students to participate in District sponsored athletics, with the understanding that allowing such participation does include risks of transmitting COVID 19; and

WHEREAS, effective April 19, 2021, and until otherwise indicated, student-athletes shall be permitted to participate in District sponsored Spring season sports as set forth below, provided the District, parents and students comply with requirements set forth by the Orange County Department of Health; and

WHEREAS, the requirements set forth for the District, parents and students are set forth in the resolution adopted by the Board of Education on February 9, 2021, and shall be applicable for student participation in Spring Season sports; and

WHEREAS, The Superintendent established safeguards to protect athletes, coaches, families and the community for the Spring season which exceed State and County DOH guidance, and he may continue to establish additional safeguards and/or modify existing ones;

NOW THEREFORE, the Pine Bush Central School District Board of Education hereby acknowledges the receipt and acceptance of the Superintendent’s recommendation to allow participation in the following sports for the 2020-2021 Spring Season:

RESOLVED, that the Board of Education approves the amended agreement with MaryAnn Wilson d/b/a Wilson Learning & Leading (Consultant), for the Pine Bush Central School District, effective January 13, 2021 through June 30, 2021 at a rate of $700 per day, not to exceed 30 days (paid through the School Improvement Grant) in accordance with said agreement on file with the district clerk, and further authorizes the Superintendent of Schools to sign all applicable documents.

Superintendent Tim Mains and Assistant Superintendent for Business Michael Pacella provided a presentation on the proposed budget for 2021-2022.

2021-2022 Proposed Budget and Property Tax Report Card

Some of the highlights of the presentation included the following:
Final Proposed Budget:

  • Includes additional professional development and instructional programs needed to assist students as we “Return to Learn” in the Fall
  • Addresses Phase 2 expansion of Middle School Spanish
  • Maintains current instructional staffing levels
  • Enhances Special Education services
  • Continues full time police presence in all schools
  • Replaces highly damaged track at the high school
  • Balanced with Fund Balance and a THREE percent (3%) tax levy DECREASE

RESOLVED, that the proposed Pine Bush Central School District Budget for the 2021-2022 school year in the amount of $ 125,891,597 be approved and the Board of Education of said school district be authorized to levy the necessary tax therefore.

Following the presentation, upon recommendation of the Superintendent, the Pine Bush CSD Board of Education approve the 2021 – 2022 Property Tax Report Card, based on the approved budget as submitted, with the adoption of the following resolution:

RESOLVED, that the Pine Bush Central School District Board of Education approve the 2021-2022 Property Tax Report Card as submitted in the amount of $ 59,756,092.

Return to Learn Update

Superintendent Mains gave an update on the plans for return to learn. The State issued new guidelines late on Friday April 9 that changed the original plan.

 

Temporary Structure Project Crispell Middle School

MOVED by Trustee Watkins, second by Trustee Robertson, that the Board of Education approve the following resolution:

PINE BUSH CENTRAL SCHOOL DISTRICT
TEMPORARY STRUCTURE PROJECT
CRISPELL MIDDLE SCHOOL
STATE ENVIRONMENTAL QUALITY REVIEW ACT TYPE II ACTION,
DECLARATION OF EMERGENCY AND FUNDING OF PROJECT

WHEREAS, the COVID-19 pandemic has placed all schools in emergency situation as indicated by numerous executive orders by the County and State; and

WHEREAS, the Center for Disease Control (CDC) and the American Pediatric Association (APA) havecontinued to maintain that children should be in school, and

WHEREAS, ample research suggests that not being in school is harmful and detrimental to the well-being of students; and

WHEREAS, the other secondary schools in the district have ample space to accommodate the number of students that will be returning to full in person instruction under the space guidelines set by the CDC; and

WHEREAS, Crispell Middle School does not have sufficient classroom space to accommodate the number of students that will be returning to full in person instruction under the space guidelines set by the CDC; and

WHEREAS, although at this time, the extent, scope, and time to complete this work including the cost of the Project is unknown, the District must begin this emergency work immediately for the protection of the health of the students and staff; and

WHEREAS, the emergency Project described herein meets the threshold of a Type II action under the State Environmental Quality Review Act (“SEQRA”) because: (1) the emergency temporary structure is immediately necessary for the protection or preservation of life and health; and (2) is directly related to the
emergency and is being performed to cause the least change or disturbance, practicable under the circumstances;

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education does hereby determine that the Project at the Crispell Middle School is a Type II action for SEQRA purposes requiring no further environmental review; and

BE IT FURTHER RESOLVED that the Board of Education does hereby:

  1. Declare that the erection of the temporary structure at Crispell Middle School as an emergency; and
  2. Declare that the cost of the Project at Crispell Middle School as an ordinary contingent expense and shall take such action as is necessary to approve the funds for the work to be paid from the District’s unappropriated general fund balance; and

Other Important Information

Odyssey of the Mind:

Once again the Pine Bush Odyssey of the Mind teams did a superb job this year with all six teams who competed placing at the regional level. All competitions were virtual. The EJR team and Pine Bush High School Theatrical team finished first in their respective divisions and moved on to states. EJR took first place at states and the PBHS Theatrical team came in second, sending them both to the world competition! The PBHS Theatrical also won the coveted Renatra Fusca Award for outstanding creativity.

Senior Georgia Camacho, an Odyssey of the Mind team member for seven years, received a $750 scholarship from the New York State Odyssey of the Mind Association.

The worlds take place virtually in late May. There will be an awards ceremony and recognition for all of the Odyssey of the Mind teams on May 4, 2021 at 5pm in the Pine Bush High School Cafeteria.

 

Voter Registration:

Qualified voters can personally register at the District Office during regular office hours until May 6, 2021. In addition, personal registration will be conducted on May 6, 2021 between the hours of 4 p.m. and 8 p.m. at the
District Office. Further, any qualified voter can register with their respective County Board of Elections at any time prior to voting in a school election.

Absentee Ballot Applications are available on the District Website. Applications for ballots may not be submitted more than 30 days prior to the election. If the application is requesting the absentee ballot be mailed the application must be received by the district clerk no later than 7 days before the election. Otherwise the application may be personally delivered to the district clerk not later than the day before the election. If you are qualified for absentee voting and issued an absentee ballot, the ballot itself must be received by the school district clerk by 5 p.m. on the day of the election in order to be canvassed.

Trustee Johnson asked question about availability of club information for students on the website. Assistant Superintendent for Instruction Amy Brockner will be working on this with building principals to get the available
club information on the website.

Superintendent Mains had a couple of items for discussion. He gave information about guidance for outdoor events including moving up days and graduation. He also spoke about athletics, complaints and concerns received about senior nights and livestreaming. He also commented on how hard the athletics department and the operations and maintenance department are working.

Assistant Superintendent Amy Brockner gave an update on Senior Ball and Junior Prom. There is a night reserved at Kuhls Highland House for both events. She informed on the guidelines that would apply, indicating that there would
have to be split sessions with an hour break between them for sanitizing. Requirements include negative test results within 72 hours of the event or proof of vaccination and setting up cohort with students’ tables, eating and dancing together. The dates are June 4 and June 18. A discussion ensued on the topic.

Additionally Assistant Superintendent Amy Brockner gave information about availability of vaccines. She received information from the Office of Emergency Management indicating that vaccines are available.

Approval / Orange-Ulster BOCES Cooperative Bid Resolution

MOVED by Trustee Johnson, second by Trustee Watkins, that the Board of Education approve the following resolution for adoption which will give Orange-Ulster BOCES authority to cooperatively bid items and services on Pine Bush’s behalf. The resolution covers the period July 1, 2021 through June 30, 2022. This time period aligns the resolution so it corresponds with the school district’s fiscal year.

RESOLUTION: Orange-Ulster BOCES Cooperative Bid

WHEREAS, it is the plan of a number of public school districts in Orange, Ulster, and Sullivan Counties, in New York to bid jointly General Supplies, Paper Supplies, Cafeteria Supplies, Custodial Supplies, Health Supplies, Milk, Ice Cream, Bread, Technology Supplies/Equipment and other services and supplies as may arise for the period beginning July 1, 2021- June 30, 2022.

WHEREAS, the Pine Bush Central School District is desirous of participating with other school districts in Orange, Ulster and Sullivan Counties in the joint bidding of the Commodities as authorized by General Municipal Law, Section 119-0, and,

WHEREAS, the Pine Bush Central School District wishes to appoint a committee to assume the responsibility for drafting of specifications, advertising for bids, accepting and opening bids, tabulating bids, reporting the results to the Boards of Education and making recommendations thereon; therefore,

BE IT RESOLVED, that the Board of Education of the Pine Bush Central School District hereby appoints Orange-Ulster Cooperative Bid Committee to represent it in all matters related above, and, that Michael Pacella is hereby appointed as the school districts representative to OrangeUlster Cooperative Bid Committee.

BE IT FURTHER RESOLVED, that the Pine Bush Central School District Board of Education authorizes the above mentioned committee to represent it in all matters leading up to the entering into a contract for the purchase of the above mentioned commodities, and,

BE IT FURTHER RESOLVED, that the Pine Bush Central School District Board of Education agrees to assume its equitable share of the costs of the cooperative bidding, and,

BE IT FURTHER RESOLVED, that the Pine Bush Central School District Board of Education agrees (1) to abide by majority decisions of the participating districts on quality standard; (2) that unless all bids are rejected, it will award contracts according to the recommendations of the committee; (3) that after award of contract (s) it will conduct all negotiations directly with the successful bidder(s).
